Ambassador’s Biography
His Excellency Francisco Neto António Novela, Ambassador Extraordinary and Plenipotentiary of the Republic of Mozambique to the Kingdom of Sweden, presented his Letters of Credence to His Majesty Carl XVI Gustaf, King of Sweden, on May 22, 2026, becoming the seventh Ambassador of Mozambique accredited to that country.
He holds a degree in Business Management from the Portucalense Infante Dom Henrique University in Porto, Portugal, and a postgraduate degree in Econometric Studies, also possessing specialized training in International Relations and Diplomacy.
He has extensive experience in public administration and in conducting Mozambican foreign policy. Before his appointment to his current position, he served as Permanent Secretary of the Ministry of Foreign Affairs and Cooperation of the Republic of Mozambique, from 2020 to 2026. Previously, he held the position of Inspector General of the same Ministry, from 2013 to 2020, in addition to holding various management and leadership positions throughout his professional career.
Internationally, he served as Vice-Consul General of the Republic of Mozambique in the city of Porto and Northern Portugal, between 1999 and 2003. He was also Permanent Delegate of Mozambique to the Fifth Committee of the United Nations General Assembly in New York, between 1981 and 1985.
He was born in Maputo in 1961, is married and has three children.
